Rules and Regulations for 10 and under and 11 plus Year Old Divisions
Purpose
To teach the basics of volleyball, including serving, bumping, setting and hitting, as well as positioning and basic rules.
Teams
Consist of 10 players each, of any gender
Age of player is determined by the player's age prior to the first game.
Practices
Twice a week practices (for summer) and once a week practices (for fall/winter) include teaching of the skills essential to volleyball – setting, bumping, serving through drills and games. PRACTICES canceled due to school closing will not be made up!!
Games/Matches
Weekend games canceled due to school closing will not be made up!!
Equipment
A volleyball and a net. Much of the practice will be played without the net, teaching bumping and setting skills. The net will be adjusted lower for the 10 & under year old division.
General Rules of Volleyball
- There are six players on each team, three in the front, three in the back.
- The ball is served from the 25 feet or 30 feet line. This is dependent upon the player's age or experience and completely left up to the coach and player to decide (either is acceptable). The serve is taken by the back right player, from the back line on the right hand side of the court. Servers may not step on or over the back line. Service may be underhand or overhand, but must be a true hit and not a throw. If a player throws a ball up to serve, but does not serve it because they don’t like the toss, they must let the ball fall to the ground and not catch it to try again. Servers must wait for a sign from the referee before serving.
- All players on both teams must be in their correct positions according to the rotation when the ball is served. After the serve, the players may move into other positions, returning to their correct positions for the next serve.
- Teams hit the ball back and forth across the net until the ball lands on the floor or a violation is called by the referee.
Legal Hits
- Maximum of three hits per side
- Player may not hit the ball twice in succession. (A block at the net is not considered a hit.)
- Ball may be played off the net during a volley and on a serve. A player may play the ball off the net, even if they are the ones to hit the ball into the net
- A ball hitting a boundary line is “in.”
- A ball is “out” if it hits…
- an antennae
- the floor completely outside the court
- any of the net or cables outside the antennae
- the referee, the referee stand or pole.
- It is legal to contact the ball with any part of a player’s body
- It is illegal to catch, hold, or throw the ball
- If two or more players contact the ball at the same time, it is considered one play and either player involved may make the next contact (provided the next contact isn’t the teams fourth hit)
- A player cannot block or attack a serve from on or inside the 10 foot line
- Players may not catch or lift the ball. If the ball hits two parts of the player’s body at the same time, (ie: two hands) the touches must be simultaneous.
- Only the serving team may score. When the receiving team successfully makes the ball land in bounds on the serving team’s side, the receiving team gets to serve the next play.
- When the ball lands on the receiving team’s court in bounds, the serving team is awarded a point.
- Players rotate one position clockwise whenever their team wins the serve. The same server continues serving until the serve is lost.
- Substitutes, if any, can only be substituted for one position per game. If A is substituted in for B, then comes out again, when A returns to the game, it must be for that same player, or the player playing in that person’s position. A player may enter the game three times per game.
- Games are scored to 25; the winning team must win by two points. Play continues until one team wins by two. Matches are best two of three games.
Basic Volleyball Rules Violations
- The result of a violation is a point for the opponent or loss of service.
- When serving, stepping on or across the service line as you make contact with the serve.
- Failure to serve the ball over the net successfully. If the ball hits the net and goes over the net, the serve is taken again.
- Contacting the ball illegally (lifting, carrying, throwing, double hit, etc.)
- Touching the net with any part of the body while the ball is in play. Exception: If the ball is driven into the net with such force that it causes the net to contact an opposing player, no foul will be called, and the ball shall continue to be in play.
- When blocking a ball coming from the opponents court, contacting the ball when reaching over the net is a violation if both:
1) your opponent hasn’t used 3 contacts AND
2) they have a player there to make a play on the ball
- When attacking a ball coming from the opponent’s court, contacting the ball when reaching over the net is a violation if the ball hasn’t yet broken the vertical plane of the net.
- Crossing the court centerline with any part of your body. Exception: if it’s the hand or foot, the entire hand or entire foot must cross for it to be a violation. Serving out of order.
- Back row player blocking (deflecting a ball coming from their opponent), when at the moment of contact the back row player is near the net and has part of his/her body above the top of the net (an illegal block)
- Back row player attacking a ball inside the front zone (the area inside the 10 foot line), when at the moment of contact the ball is completely above the net (an illegal attack).
Rules and Regulations for Instructional Division for Ages 7, 8, 9 Years Old
Purpose
To teach our youngest players the basics of volleyball, including serving, positioning and basic rules.
Teams
Consist of 8 players each, of any gender
Practices
Practice includes teaching of the skills essential to volleyball – setting, bumping, serving through drills and games.
Coaches can teach positioning and the movement of the game by playing Newcomb, a game similar to volleyball, but where the children catch and throw the ball, rather than bumping, hitting and setting. Informal scrimmages can be arranged with other instructional teams, which are practicing at the same time. PRACTICES canceled due to school closing will not be made up!!

Rules of Newcomb
Newcomb uses traditional rotations and positioning. All rules are in place except the way the players hit the ball. Instead of bumping, setting and hitting, the children catch and throw the ball.
- There are six players on each team, three in the front, three in the back.
- The ball is served by the back right player, from the 10-foot line on the right hand side of the court. Servers may not step on or over the 10-foot line. The serve is the only hit that is truly a hit, rather than a throw. Most children will need to serve underhand.
- The receiving team catches and throws the ball back to the serving team, which returns it in the same way. Players may not move their feet after they catch the ball and before they throw it. They must throw the ball within three seconds of catching it.
- Teams may take up to three throws to get it over the net. (They may pass it to one another twice before sending it over the net.)
- Only the serving team may score. When the receiving team successfully makes the ball land in bounds on the serving team’s side, the receiving team gets to serve the next play.
- When the ball lands on the receiving team’s court in bounds, the serving team is awarded a point.
- Children rotate one position clockwise whenever their team wins the serve. The same server continues serving until the serve is lost.
- Substitutes, if any, rotate out of the back left position and into the front left position. Coaches are encouraged to try and allow all children to have approximately the same amount of time on the court. There may be games where one server racks up the majority of the points, so the children who are substitutes during that time spend most of the game on the sidelines. Coaches can adjust by making sure those children start on the court in the left front position in the next game.
- Games are scored to 11; the winning team must win by two points. Play continues until one team wins by two.
- If a player touches the net during play, the other team is awarded the serve or a point, depending on which team is serving.
- If a player steps entirely over the center line under the net during play, the other team is awarded the serve or a point, depending on which team is serving.
